Answers:
1) http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf
2) Run a search on: FCRA Fair Credit Reporting Act FDCA Fair Debt Collection Act Try Wikipedia too.
3) If you tell a collection agency in writing to not contact you. They can't.
4) UCAN listed below can be a great help. You can give them a limited power of attorney to speak with your creditors on your behalf. They can help you make sure they are following the law when making contact with you.
5) Collection agencies are the bottom feeders of the financial world. They are rude and very unprofessional. Many of these people placing the calls are actually working for minimum wage and can't get jobs any where else due to their lack of marketable skills.
6) The Attorney General's office. The credit law is called FDCPA (Fair Debit Collection Practices Act). You can google it and there are several links that may help. If I had more information about your problem I might be able to answer better. I do know about third party collection laws. Good Luck!
7) Like Centaur said, check out those two laws. If you can catch collection agencies violating those as well as any state laws, you can sue them and win. If you want to file a complaint, your best bet is your Attorney General and BBB, as well as theirs if they are out of state. How much good that does depends on how proactive the AG is.
8) There is a wealth of knowledge from all of the people that answered, you have a right to complain.
