Why do you have to show ID or provide SSN just to buy a Visa Gift Card from TCF bank?

I went to TCF bank to buy a visa gift card. The lady asked for my driver's license or SSN and proceed to type all my info into their computer. Why on earth do I need to provide all these personal details just to buy a gift card? Is this normal procedure? I asked the teller why I need to give her all this info. She stated that if the gift card recipient calls to register the card they will ask who gave them the card. Is this true. I have never heard of this.
